Tinubu Orders Arrest, Suspends Three Permanent Secretaries Over Alleged Fake Government Agency

President Bola Tinubu has ordered the immediate arrest of George Buchi Nwabueze and suspended three permanent secretaries after the ICPC uncovered an alleged unauthorised government office operating under the name National Brands Development and Made-in-Nigeria Special Project Office. The discovery comes as investigators widen their probe into fictitious agencies operating within government structures.

President Bola Ahmed Tinubu has ordered the immediate arrest of a man accused of promoting an unauthorised government office and directed the suspension of three permanent secretaries following the discovery of another alleged fake government agency within Nigeria's federal bureaucracy.

The development was announced on Friday by the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr Musa Adamu Aliyu, after briefing President Tinubu on the commission's findings.

According to the ICPC, investigators uncovered an office operating under the name National Brands Development and Made-in-Nigeria Special Project Office within the premises of the Office of the Secretary to the Government of the Federation (OSGF).

The commission said the office had allegedly been allocated government space without presidential authorisation and contrary to existing laws.

Tinubu Orders Arrest

Following the briefing, President Tinubu directed security agencies to arrest George Buchi Nwabueze, identified by the ICPC as the alleged promoter of the office.

The commission said Nwabueze was also known by several variations of his name, including George Nathan, George Nathan Nwabueze, Honourable George Buchi Nwabueze and Prince George Buchi Nwabueze.

The allegations remain subject to investigation, and an arrest or suspension does not establish criminal guilt.

Three Permanent Secretaries Suspended

Tinubu also ordered the immediate suspension of three permanent secretaries pending the outcome of the investigation.

They are:

  • M.S. Danjuma

  • Nadungu Gagare

  • Richard P. Pheelangwah

The ICPC said the suspensions followed the discovery of the unauthorised office within the OSGF.

Investigators are expected to establish how the office obtained access to government premises and whether any public officials were involved in facilitating its operations.

How Was the Office Operating Inside Government Premises?

One of the biggest questions arising from the investigation is how an organisation that the ICPC says lacked presidential authorisation was able to secure office space inside a major government complex.

The OSGF houses important federal government offices, making the discovery particularly significant.

The ICPC said it has been engaging officials within the OSGF to obtain information about the office and determine how it was established and allowed to operate.

The commission has not yet publicly disclosed whether the office received government funds or what specific activities it carried out before it was uncovered.

The Associated Press reported that it remains unclear whether the alleged fake agency obtained financial benefits before being exposed.

Discovery Linked to Earlier PFIPC Investigation

The latest development emerged from an ongoing ICPC investigation that began after the commission uncovered the Presidential Foreign Investment Promotion Council (PFIPC), another organisation authorities said was not a legitimate federal government agency.

The PFIPC had reportedly operated from government premises and presented itself as an official government body.

Its self-styled director-general, Adeniyi Adeyemi Matthew, is facing prosecution on allegations including forgery and impersonation. Those charges remain allegations before the court.

The investigation into PFIPC subsequently led authorities to examine wider weaknesses within government procedures.

That examination has now produced another alleged fictitious organisation.

This Is Not the First Additional Body Uncovered

The ICPC's investigation has reportedly uncovered other organisations whose legitimacy is being questioned.

According to PRNigeria, an interim report submitted to Tinubu on August 6 identified two additional fictitious organisations:

  • FCT Investment Promotion Agency

  • Foreign Investment Promotion Agency and Public-Private Partnership

The latest National Brands Development and Made-in-Nigeria Special Project Office brings the number of alleged fictitious entities uncovered during the broader investigation to four, according to the report.

The discoveries have raised questions about the controls used to establish government agencies, allocate government offices and communicate presidential approvals.

Government Processes Under Scrutiny

The scandal has moved beyond the individual cases.

It is now raising questions about how unauthorised organisations can operate within government structures without being detected.

If investigators establish that government officials knowingly facilitated the creation or operation of fictitious agencies, the implications could extend beyond the individuals already identified.

The Federal Government has already moved toward a wider examination of its internal controls following the earlier PFIPC revelations.

The goal is expected to be identifying weaknesses that could allow individuals to present themselves as government officials or establish offices without the necessary approvals.

Why the Latest Discovery Matters

The presence of an alleged unauthorised office within the OSGF is significant because it demonstrates that the problem is not necessarily limited to people falsely claiming government positions from outside government.

The latest case involves an alleged office that reportedly had physical access to government premises.

That raises several questions:

Who authorised the allocation of the office?

Who allowed the organisation to operate there?

Were government officials involved?

Did the organisation receive public money or other government resources?

How long had it been operating?

These are among the issues the ongoing investigation will need to establish.

Tinubu's Response

The President's decision to order an arrest and suspend three permanent secretaries demonstrates that the administration is treating the findings seriously.

The ICPC said Tinubu directed the measures after receiving a detailed briefing on the latest discovery.

The President had previously ordered investigations into the fictitious agency scandal, meaning the latest development is part of a broader effort to examine how such organisations were able to operate.

The ICPC said its investigation is continuing.

What Happens to the Suspended Officials?

The three permanent secretaries have been suspended pending the outcome of investigations.

That means the suspension should not be interpreted as proof that they personally created or operated the alleged fake agency.

Investigators will need to determine their individual roles, if any, and establish whether there were breaches of government procedures.

The same principle applies to Nwabueze, who has been ordered arrested but has not been convicted of an offence.

What Nigerians Are Saying

The latest revelation has generated significant discussion online, particularly because it comes only weeks after the PFIPC scandal.

The strongest reaction is centred on how many alleged fictitious organisations may exist within Nigeria's government system without the public knowing about them.

Some Nigerians are praising the ICPC for continuing its investigation and supporting Tinubu's decision to suspend officials pending further inquiries.

Others are asking a more uncomfortable question: how could an organisation reportedly operating from inside the OSGF go unnoticed?

There is also criticism of the bureaucracy itself, with some commentators arguing that the discovery points to serious weaknesses in government oversight.

Another group is warning against declaring anyone guilty before investigators and the courts establish the facts.

What About X?

We checked for current X posts specifically discussing the new agency, Nwabueze and the three suspended permanent secretaries. Search results did not return reliable, directly accessible X posts that could be independently verified, so we are not going to manufacture “X reactions” or attribute statements to users we cannot verify.

The wider online conversation, however, is clearly being driven by questions about government accountability, the number of alleged fictitious agencies uncovered and how such organisations could gain access to official premises.

For Talk Ya True, that distinction is important: social-media discussion can show public sentiment, but it should not be presented as evidence of wrongdoing.

A Growing Government Scandal

The latest discovery has transformed what initially appeared to be an isolated case involving the PFIPC into a broader examination of Nigeria's government structures.

The emergence of another alleged fictitious agency raises questions about the effectiveness of existing safeguards.

The government will now need to establish not only who was behind the latest office but also whether similar organisations remain undiscovered.

For the ICPC, the investigation could therefore become much larger than the individual case involving Nwabueze.

What Happens Next?

The immediate next steps are expected to include the arrest and questioning of Nwabueze, investigation of the three suspended permanent secretaries and further examination of officials connected to the OSGF.

Investigators will also need to determine whether the alleged office had access to public funds, government contracts, official documents or other state resources.

Until those questions are answered, it would be premature to conclude that public funds were stolen or that the suspended officials committed criminal offences.

What is established is that the ICPC says it discovered an unauthorised office operating under the name National Brands Development and Made-in-Nigeria Special Project Office, and President Tinubu has responded with an arrest order and three suspensions.

The case is now another major test of the government's ability to strengthen accountability within Nigeria's public service.
